Sandy Ryan

Sandy Ryan is an 18-year Maui resident, who serves as program director with Maui Economic Development Board.  Sandy is a seasoned member of MEDB’s conference and events management team, which have provided the forums for the organization’s most significant public outreach; among them, the Focus Maui Nui community visioning process, and the annual AMOS Technology Conference.   Sandy also directs MEDB’s Economic Literacy Project, developing economics professional development training and activities for Maui’s educators.  Ms. Ryan joined MEDB in 1989.

Sandy is a 15-year advocate for education.  Her community leadership includes 12 years of service in parent teacher associations, with two terms as president of the board of directors for Na Leo Kako’o O Maui, the nonprofit support organization for Kula Kaiapuni, Maui’s Hawaiian language immersion school and is a member of the School Community Council of Kalama Intermediate School.  She was drawn to Hui Malama through her children, and recognizes the importance of providing educational alternatives to our residents. Sandy joined Hui Malama’s board in November 2007. She serves as President and also chairs the Board Development Committee.

Doug Karastu

Originally from Long Beach, California, Doug Karatsu, joined the HMLC Board of Directors in the summer of 2008.  A Maui resident for nine years, Doug is a graduate of UCLA with a B.A. in Psychology.  After graduating from college, he served as a high school soccer coach in Long Beach and an assistant language teacher in Mie, Japan for three years.  What has drawn Doug to Hui Malama is its focus on providing a suite of quality educational opportunities in a safe, nurturing environment.

Doug feels that Hui Malama provides an opportunity to broaden the public understanding of the role of education in moving towards ecological sustainability and social justice, and thus, will have an immediate impact on the community. Doug is currently the manager for Navi Maui, the only Japanese language tourist publication on Maui and the Managing Partner for a Cap Intro startup firm based on Maui and Tokyo, Japan.

Mark Kibbee

Mark Kibbee is a 30-year resident of Maui who has worked in the insurance business for the past 15 years as an independent broker.  A father of four, Mark found Hui Malama Learning Center the solution to his daughter’s educational needs.  He joined the Board in 1995 and proudly participated in his daughter’s graduation from the Agency in 1999.  Subsequently, two other members of his family have received educational services at Hui Malama.  Mark has served multiple terms as both Vice-President and President of the Board and has contributed to every Agency fundraiser held over the past 12 years.

Judge Rhonda I.L. Loo

Judge Rhonda Loo is currently the Deputy Chief Judge of the Second Judicial Circuit.  Judge Loo received her bachelor's degree from the University of Oregon with a double major in Business Administration and Management.  She received her law degree from the William S. Richardson School of Law.  Judge Loo started her legal career as a law clerk to the Honorable E. John McConnell.  Prior to her appointment to the bench, Judge Loo was a Deputy Prosecuting Attorney with the Maui County Prosecutor's Office, where she served as a Circuit Court Team Leader, head of the Drug Unit, and was a District Court Supervisor.  Recognizing the positive impact of the Agency, Judge Loo joined the Hui Malama Board of Directors in 2007.  Judge Loo is also a member of the Single Tier Committee, Rule 19 Committee on Judicial Evaluation and Performance, Business Process Assessment Committee, Charge Code Validation Table subcommittee.  She also a member of CARE (Creating A Responsive Environment for Women) and is on the Maui Jail Diversion Advisory Board. 

 


 


 

Philip Lowenthal

Philip Lowenthal is a 35+-year resident of Haiku, Maui. A law graduate of University of California, Berkley, he is licensed to practice law in Hawaii and California. Prior to establishing his private practice in 1980, Philip was the first supervising Public Defender for Maui County. He instructs a course on the Rules of Evidence for MCC,  practicing attorneys and law enforcement officers. His community service commitments have included director of Legal Aid Society of Hawaii and Mental Health Association of Maui. In addition to his current federal and state law practice, Philip is a member of the Maui Drug Court Program, the Hawaii Supreme Court Committee on Evidence, and the Hawaii State Bar Association Disciplinary Board. Philip and his wife, Caroline, have four sons.  Ben, a 1999 graduate of Baldwin High School has joined Philip in the law firm.

Brad MacArthur

Born on Oahu and raised on Maui, Brad MacArthur joined the HMLC Board of Directors in 2001.  A graduate of St. Anthony High School and Colorado State University with a Business Management Degree,  MacArthur is Broker in Charge at Wailea Realty Corporation.  Married with three children, he believes that Hui Malama Learning Center provides an answer for many kids who are searching for solutions in today’s complex world.  Whether participating as a soccer coach in youth soccer, coaching for Kihei Little League baseball,  serving as a den leader for Cub Scouts of America Pac 49 Wailuku District, or as a member of Hui Malama Learning Center’s Board, Brad MacArthur’s commitment to Maui’s youth is evident.

Alan Arakawa

The former Mayor of Maui County joined the Hui Malama Learning Center Board of Directors in 2004.  Alan Arakawa was born and raised on Maui and worked at the family farm in Kula with his parents.  He first learned about Hui Malama when his mother, after raising her family, came to get her GED.  Alan worked for the County Wastewater Division for ten years and served three terms on the Maui County Council before being elected as Mayor.  He is the owner of Arakawa Consultants LLC.

Diane Ho

Honorary Board Member

Founder of Hui Malama Learning Center

In 1973, Maui Hui Malama, as it was known then, was established to help pregnant girls, who were not allowed to continue attending public school, to complete their high school education.

Thanks to the vision of Diane Ho, Hui Malama Learning Center has continued to meet the challenge of strengthening our community by providing unique learning opportunities for Maui’s youth and adults for more than three decades.
